Robert S. Gold, MD, CEO

Dr. Gold has over 36 years of experience as a physician, medical director and consultant. A graduate of Hahnemann Medical College in Philadelphia, he trained in General Surgery in the U.S. Navy where he spent his professional career as a practicing surgeon. Since leaving the service, he has worked as a consultant in the fields of Managed Care Medicine, Locum Tenens, Home Health, Hospital accreditation and licensure and, most notably over the past ten years, in audit and education regarding documentation, coding and billing accuracy (DCBA) for healthcare services.

Dr. Gold is known nationally for his education regarding the clinical orientation of coding in AHIMA teleconferences and at the National Conference for the Society for Clinical Coding. He has spoken at National and State level HFMA and HCCA meetings on the participation of medical staff in programs of documentation improvement. His monthly articles in HCPro publications have enjoyed success with all who read them. His contributions of Clinically Speaking articles in Briefings on Coding Compliance Strategies have been valuable to coding professionals and his A Minute for the Medical Staff articles in Medical Record Briefings have demonstrated value to the documentation practices of medical staff members.

Dr. Gold is a co-founder of DCBA, Inc, a consulting company that supports the need for documentation, coding and billing accuracy with measurements of financial and compliance risk and of opportunities for education of personnel who handle the medical record.

Cesar M. Limjoco, MD, CCS, VP of Clinical Services

Dr. Limjoco has extensive experience assisting healthcare clients with Medicare and Medicaid inpatient medical record documentation and reimbursement issues. He has assisted hospitals ensure coding compliance in California, Florida, Illinois, Indiana, Kentucky, New Jersey, New York, Ohio, Pennsylvania, and Rhode Island. Dr. Limjoco has published numerous articles on clinical coding and documentation. He was a member of CMS’ Technical Expert Panel on Comprehensive Risk Adjustment Data Validation Methodology for Medicare+Choice organizations. Dr. Limjoco was a Coding Community educational track speaker at the combined 14th International Federation of Health Records Organization and 76th AHIMA National Convention in Washington, D.C. on the topic, “The Principles of Inpatient Coding: Dissecting the Intricate Link Between Clinical Documentation and Coding.” He is a member of the 2005 AHIMA Clinical Terminology and Classification Practice Council. Dr. Limjoco was also a speaker at HCPro’s audio conference on “Concurrent Coding: Strategies to Increase Coding and Clinical Accuracy.”

He previously served as senior director with IPRO, New York’s Quality Improvement Organization, in the Payment Error Prevention Program (PEPP) and was editor of its newsletter, PEPP Update. Dr. Limjoco has 20 years of experience in the coding field, focusing on coding validation, compliance reviews as well as coder, concurrent reviewer, and physician continuing education. He served as Physician Advisor to Oxford Health Plan. Dr. Limjoco also served as Chair of the New York Medical Coding Section and State Round Table Coordinator for the Society of Clinical Coding. He earned his Bachelor of Arts degree in Interdisciplinary Studies from Ateneo de Manila University and Doctor of Medicine from Cebu Doctors’ College of Medicine.

Randall Guyton, CPA, COO

Randall has over 15 years experience in the healthcare industry. He has provided consulting services to a variety of healthcare providers including multi-hospital systems, community hospitals, home health agencies, nursing homes and physician companies. He is co-founder of DCBA, Inc. along with Dr. Gold.

Randall was previously a senior manager with Ernst & Young responsible for the development of compliance solutions including an internet-based training program and compliance auditing and monitoring software. Other responsibilities included providing and managing the development of compliance programs, Medicare cost report reviews, due diligence projects, financial audits and the implementation of compliance training solutions to various facilities including a 40-hospital system.

Randall is a member of the Health Care Compliance Association and Healthcare Financial Management Association. He has served as the Chairman of the Corporate Compliance Committee for the Georgia Chapter of HFMA. Randall is a Fellow in the Healthcare Financial Management Association and a Certified Public Accountant. He received his B.S. from the University of Alabama in 1985.

Sandy Nicholson, MA, RHIA, CCS-P   snicholson@dcbainc.com

Sandy has over 25 years of experience in the Health Information Management field as a coding professional, department director, and consultant.  An honors graduate of Louisiana Tech University with a degree in Medical Record Administration, Sandy has held director-level positions in hospitals ranging in size from 100- bed community hospitals to 450-bed urban teaching facilities.  While serving as Director of Clinical Information in a nearby hospital, Sandy obtained her masters degree in Health Services Management from Webster University, Little Rock, Arkansas.  During her experiences as HIM Director in various facilities, she has implemented concurrent coding programs to streamline coding and billing processes and established Resource Management departments, bringing together HIM, Social Services, Utilization Review, Infection Control and Discharge Planning functions to improve patient throughput, reduce LOS and enhance clinical documentation and coding processes.  

In 1999, Sandy transitioned from the hospital setting to the physician clinic setting by accepting the position of Director of Health Information Services at a large multispecialty practice in Mississippi.  While there, Sandy established their first internal coding and documentation compliance program and implemented training programs to educate the coding staff in both ICD-9-CM and CPT coding principles. 

Sandy's consulting experience includes HIM operational assessments, coding compliance audits and clinical documentation education for physicians, their office staff, and hospital-based clinicians and coding professionals. 

Since 2001, Sandy has been known nationally as a presenter of audioconferences ranging from clinical and coding aspects of AICD implantation to the National Correct Coding Initiative and for onsite education sessions in clinical documentation improvement.  Sandy has provided numerous workshops and seminars to physicians and their office staff concerning professional fee coding and billing compliance as well as one-on-one and group sessions with physicians and hospital-based clinicians in areas of inpatient clinical documentation improvement.

Daniel Catalano, M.D., FACOG (Physician consultant) drcatalano@dcbainc.com

Dr. Catalano has extensive experience as a physician and physician executive.  Dr. Catalano graduated from Loma Linda University School of Medicine in 1986.  He performed his internship and residency in Obstetrics and Gynecology at Glendale Adventist Medical Center.  After serving in the United States Air Force, Dr. Catalano was in private practice for 13 years, holding various medical staff leadership positions during this time. 

As a physician executive, Dr. Catalano served as Medical Director and VPMA/ Chief Medical Officer for two hospital systems.  In these roles, he has trained 100% of the active medical staff in electronic medical record software.  He also participated as a physician team member in 7 information system installations.  Other duties included recruitment of physicians, board member, development of an ambulatory surgery center joint venture, Medical Staff liaison, chairman of utilization review committee, and participation in joint commission surveys. 

In addition to the many roles and responsibilities as a Medical Director and VPMA/ CMO, Dr. Catalano has developed and managed the implementation of a clinical documentation improvement program.  His duties included physician education, CDI specialists and coder education, process development and implementation, and the management of the department.  The implementation of the program led to increased severity measurements and case mix for the hospital.

His interest in DCBA's program and processes grew out his experience as a client VPMA and he now can enthusiastically express his educational presentations from both sides of the fence

Paul Dickson, MD, CCS, CPC Physician Consultant pdickson@dcbainc.com

Dr. Dickson has more than 25 years of healthcare experience, initially as a corpsman in the US Navy, a practicing general surgeon in N.E. Georgia and now a healthcare consultant.  Dr. Dickson has been able to provide a wide variety of consulting services for health systems, hospitals, physician practice management groups and physicians nationwide. Some of these services include physician liaison training, clinical documentation improvement education for physicians, HIM staff, and nurse clinicians/case managers, quality reviews, and CPT coding and billing along with evaluation and management documentation training.  He has also provided   DRG and CPT Compliance and quality reviews in both inpatient and outpatient setting.

In the past 15 years, Dr. Dickson has worked with over 50 hospital organizations where he initiated and developed Clinical Documentation Improvement Programs, utilizing and training physician liaisons along with the HIM staff and the physician staff to provide a successful and an ongoing program.

Dr. Dickson was certified by the American Board of Surgery during his years of surgical practice and has now obtained certification in inpatient and outpatient coding and billing through the American Health Information Management Association and the American Academy of Professional Coders.  He graduated from Georgia State University and was an initiate of the Gold Key Society, obtained his Doctorate in Medicine at the Medical College of Georgia, where he also completed his surgical residency.
